Luxembourg is world's third most international financial centre, New Financial finds

Luxembourg is the third most international financial centre in the world, according to the New Financial International Financial Centres Index, published in July. Some 45% of all financial market activity in the centre is cross-border, a share exceeded only by the UK (56%) and Hong Kong (50%), and well above the average for the world’s top 20 international financial centres.

The index, which measures the value of market activity across 65 economies, also ranks Luxembourg sixth in the world by the overall scale of its financial activity, a position it has held since the index’s 2015 baseline.

Financial activity growth has outpaced the global average by a wide margin. International financial activity in Luxembourg grew 36% in real terms between 2015 and 2025, more than double the 17% average recorded across the top 20 international centres. Luxembourg beat the global average growth rate in exactly half of the 20 metrics New Financial tracks for the centre.

New Financial’s separate analysis of business-environment factors, including regulatory environment, institutional strength, and quality of infrastructure, places Luxembourg alongside Switzerland among the most attractive jurisdictions for financial services, ahead of the Netherlands and Denmark.
