Doherty, CEO of the Brazilian Financial and Capital Markets Association (ANBIMA).

HE Gilles Roth
Luxembourg Minister of Finance

Gilles Roth was born on 1 March 1967 in Luxembourg.
After graduating from the Athénée de Luxembourg in 1986, Gilles Roth studied law at the Centre Universitaire de Luxembourg and the Université Catholique de Louvain (UCL) in Belgium, where he obtained a degree in law. He then completed his university studies in 1991 with a degree in business administration and management from the Institut d’Administration et de Gestion of UCL.
Following the legislative elections of 8 October 2023, Gilles Roth was appointed Minister of Finance on 17 November 2023 in the coalition government formed by the Christian Social Party (CSV) and the Democratic Party (DP).
Gilles Roth was elected municipal councillor in 1993 and became mayor of Mamer in 2000. Gilles Roth joined the Parliament in April 2007 and in 2013 he became Chairman of the CSV political group. Successively re-elected to Parliament, he co-chaired this political group from 2021 until he joined the Government. From 1991 to 1994, Gilles Roth practised as a lawyer, then as Avocat à la Cour at the Luxembourg Bar. In 1995, he became a government attaché at the Ministry of Finance, before being seconded to the Luxembourg Court of Auditors and the Permanent Representation of Luxembourg to the European Union in Brussels. In 1998, he returned to the Ministry of Finance and became government advisor (Conseiller), then senior government advisor (Premier Conseiller de Gouvernement). He also held the position of Government Delegate to the Administrative Jurisdictions until 2007.

Jose Carlos H. Doherty
CEO, Brazilian Financial and Capital Markets Association (ANBIMA)

Jose Carlos H. Doherty has been CEO of the Brazilian Financial and Capital Markets Association (ANBIMA) since 2012, after six years as head of Market Supervision at the same Association. He is also a board member of the International Investment Funds Association (IIFA), of the International Council of Securities Associations (ICSA) and of the Sustainable Investment Advisory Council of United Nations Conference on Trade and Development (Unctad). Participates in the Affiliate Members Consultative Committee (AMCC) of IOSCO, and is a board member at ICSA (International Council of Securities Association) and IIFA (The International Investment Funds Association)
Overs the last 30 years, he worked in several organizations and financial institutions in Brazil and abroad, including the Brazilian Securities Commission (CVM), São Paulo Stock Exchange (BOVESPA), Deutsche Bank, BankBoston, Bank of America and Brown Brothers Harriman.
He was a member of the Advisory Board of the Corporate Sustainability Index (CISE) from 2013 to 2019 and on the Advisory Council of Global Reporting Initiative (GRI) in Brazil from 2020 to 2022. He chaired the IOSCO Affiliate Membership Consultative Committee (AMCC) from 2013 to 2018 and the International Investment Funds Association (IIFA) from 2020 to 2022. He was also vice-president of FIAFIN (Iberoamerican Federation of Investment Funds) from 2020 to 2022.
He holds a degree in Economics from the Federal University of Brasília (UnB) and an Executive MBA in Finance from Insper in São Paulo. He has a Global Advanced Management Program (GAMP) certificate from Georgetown University (USA) and Esade (Spain).

Tom Théobald
CEO, Luxembourg for Finance

Tom Théobald is CEO of Luxembourg for Finance, the Agency for the Development of the Financial Centre.
Previously, he served as Director for the Development of the Financial Centre at the Luxembourg Ministry of Finance. Tom sits on the Advisory Board of the Department of Finance of the University of Luxembourg, is Board member of the Luxembourg House of Financial Technology (LHoFT), and was a member of the Luxembourg Trade & Investment Board, as well as a member of the Management Board of the National Data Exchange Platform (PNED G.I.E.).
Prior to joining the Ministry in March 2019, Tom was Deputy CEO of Luxembourg for Finance from 2014 to 2019. He worked as Adviser at the Luxembourg Bankers’ Association (ABBL), where he was in charge of Communication and Press Relations. He also held the position of Secretary of the ABBL Board of Directors and served as an attaché to the Permanent Mission of Luxembourg to the United Nations in New York.
Tom holds a Doctorate in English Literature from Newcastle University in the UK.
