Claude Marx

Claude Marx was appointed Director General of the CSSF by the government in February 2016. Claude is also a member of the Board of Supervisors of the European Securities and Markets Authority (ESMA) as well as member of the AMLA General Board.
Prior to his nomination as Director General of the CSSF, Claude Marx was the CEO of Lombard International Assurance S.A., the largest unit-linked life insurance company, owned by Blackstone Tactical Opportunities. He was also Chairman of the Board of Lombard Intermediation Services S.A. Claude was with Lombard for 4 years.
Prior to that, Claude worked for HSBC for 17 years, and was Deputy CEO of its Private Banking Division.
At the beginning of his career, Claude worked as a lawyer with a local firm that is now Allen & Overy, as well as Arthur Andersen.
Claude is a lawyer by training, he holds a Master of Laws Degree from the University of Paris and a Master of Laws in International Business Law from the University of London. He was admitted to the Luxembourg bar as Avocat à la Cour in 1990.
Natasha Deloge
Head of Innovation, Commission de Surveillance du Secteur Financier (CSSF)

Natasha Deloge holds a master degree in private law with a specialisation in business law from the University Robert Schuman in Strasbourg.
After a first experience as a lawyer, she joined the Commission de Surveillance du Secteur Financier (CSSF) in 2002, where she has built a solid background and expertise in payment services, consumer protection, financial technologies and innovation in the broad sense of the term.
Since 2015, she is the Deputy Head of the Innovation, Payments, Markets Infrastructures and Governance Department of the CSSF and in 2020 was appointed Head of Innovation in charge of the Innovation Hub of the CSSF. She further participates in the internal group on sustainable finance of the CSSF.
Simon Gorbutt

Simon Gorbutt is Deputy CEO at Luxembourg for Finance, the Agency for the Development of the Financial Centre.
A lawyer qualified in England and Wales, and Ireland, Simon has worked in financial services in Luxembourg since 2007. He joined LFF from a leading Luxembourg provider of unit-linked insurance solutions where he was the company’s Legal and Tax Counsel for the UK, Northern Europe, Asia and International and, later, Director and Head of Wealth Planning, leading a team of specialists working on a global basis at the intersection of private banking, asset management, succession planning and insurance.
A qualified Director, Simon is a founding member of STEP Benelux a.s.b.l. and has served as Chairman of the STEP Benelux Board. He is a Board member of the Luxembourg Association of Family Offices and has also served as Chair of the UK and DAC 6 Working Groups at the Luxembourg Association des Compagnies d’Assurances et de Réassurances, Chair of the AmCham Luxembourg Insurance Committee and Deputy Chair of the Tax Committee at the Association of International Life Offices. Simon teaches on the Masters in Wealth Management at the University of Luxembourg, and on the International Management of Family Wealth programme at the International University of Monaco.
He holds a Bachelor of Laws (Honours) from the University of Edinburgh and a Masters in Law, and has received the Certified Digital Asset Advisor designation.
Nasir Zubairi
CEO, The Luxembourg House of Financial Technology (The LHoFT)

With 27 years of experience in financial services, Nasir Zubairi is a seasoned Fintech leader who established and leads The Luxembourg House of Financial Technology (LHoFT) Foundation. This not-for-profit organization serves as Luxembourg’s national platform for financial services digitalisation.
Nasir’s career began in the front offices of major financial institutions such as ICAP, HSBC, and EBS, culminating in his role as Director of High Frequency Trading (HFT) at RBS London, where he built the premier trading desk in the FX market, fully automated through Machine Learning. In 2011, Nasir made a strategic shift to Fintech, where he has been spearheading the creation and expansion of ventures in banking, lending, and payments.
Having worked across eight countries in the Americas, Europe, and Asia, Nasir brings a broad international perspective. Since moving to Luxembourg in 2016, he has taken on council roles at the British Chamber of Commerce and the British-Luxembourg Society, and has served as a Non-Executive Board Director at SEB S.A, the Scandinavian bank, and at the International School of Luxembourg (ISL). In 2022, Nasir was honoured with the “Officier de l’Ordre Mérite du Grand Duché de Luxembourg” for his contribution to the economy of Luxembourg.
Nasir, an alumnus of the London School of Economics and a Sloan Fellow from the London Business School, is dedicated to fostering global financial growth and innovation. His insights have been valued as part of Christine Lagarde’s advisory council for finance and technology at the IMF, and on the Blockchain expert policy advisory board at the OECD.
Alex Panican

Alex Panican is a serial entrepreneur with more than 15 years of experience in Business Strategy, Digital Transformation and Innovation. He’s the Deputy CEO of the Luxembourg House of Financial Technology (The LHoFT), where he’s supporting the innovation partnerships between the fintechs and the financial actors.
Alex is also a professor in Business Strategy and Digital Marketing.
He holds an MBA in Strategy from the University of Quebec in Montreal, Canada.

Andrey Martovoy

Andrey Martovoy is Senior Adviser – Innovation & Digital at the Luxembourg Bankers’ Association (ABBL). He is part of a dedicated ABBL team that supports and facilitates digital transformation, innovation, and bank-FinTech cooperation in the financial sector of Luxembourg.
Andrey has 14 years of advisory and research experience that relates to the financial services and banking. At the ABBL, he coordinates the activity of the Digital Strategy Committee, FinTech and Innovation Forum, and other groups such as Tokenisation and Distributed Ledger Technology, Trust and Cybersecurity, DORA Assessment and Mutualisation, and Green ICT Adoption. He represents the ABBL at working groups of the European Banking Federation.
Andrey has also Master’s degree from the University of Bologna (Italy) and a PhD degree (Ukraine). He further developed his professional skills by visiting several universities and business schools including Manchester Institute of Innovation Research (United Kingdom).
Bertrand Géradin

Bertrand is the practice partner of Ogier’s Luxembourg office, is part of Ogier’s multi-disiplinary Private Equity team and heads the corporate practice. He specialises in corporate law, mergers and acquisitions, private equity structures and transactions including management incentivisation, as well as group reorganisation. He also has significant experience in the setting up of investment vehicles.
Bertrand advises hedge funds, private equity, real estate and venture capital clients and multinational companies in connection with corporate and finance restructurings, mergers and acquisitions, joint ventures, establishment and structuring of international transactions. He specialises in downstream corporate advisory work and related financings. Bertrand has more than 15 years’ experience with law firms in Luxembourg, London, Brussels and Philadelphia with a particular focus on Luxembourg-related transactions. He is a recommended lawyer in The Legal 500 and IFLR1000 directories.
Prior to joining Ogier, Bertrand was a partner of a global elite law firm in Luxembourg and worked for a magic-circle firm in Luxembourg and London.
Bertrand is a lecturer on civil law and corporate governance at the University of Luxembourg and regularly speaks at seminars in Luxembourg on a broad range of topics. He also has been a panel member at various conferences in Asia. He graduated with an LL.M in ICT Law and Management from the University of Namur, having previously studied law at the University of Louvain-la-Neuve and University of Saint-Louis as well. He also obtained a Master’s degree in tax from the Solvay Business School.
Bertrand has experience working in Belgium, England and the United States. He is a member of the Luxembourg Bar and has been admitted as a Solicitor of the Senior Courts of England & Wales. He speaks French, English and has basic knowledge of Dutch.

Claude Meurisse

Claude joined LUXHUB in 2018, following more than 20 years of experience in the banking industry — most of which he spent at BGL BNP Paribas, holding various positions across technology domains.
By joining LUXHUB at its inception, Claude embraced the challenge of building — together with his team — a cutting-edge API platform that enabled European banks to fully embrace Open Banking within just 12 months. Since then, he has developed a strong expertise in Open Banking and payments regulation, covering both compliance (PSD2, CESOP, Verification of Payee, etc.) and technical implementation aspects.

Isadora is specialised in the fields of sustainable finance, operational resilience and digital finance. She leads ALFI’s initiatives with the investment fund members on these topics, around the three main pillars of the Association: shaping the regulation, knowledge sharing / building and mutualization.
Prior to this, she was Risk Manager for a large management company in Luxembourg.
With over 25 years’ experience in asset management and risk management, she was also the co-founder of a consulting company with purpose to help investment fund managers improve their operational processes through the use of fintech and innovative solutions.
Jean-Louis Schiltz

Jean-Louis Schiltz is the Senior Partner at SCHILTZ & SCHILTZ and a Professor (hon.) at the University of Luxembourg.
From 2004 to 2009, Jean-Louis Schiltz served as Cabinet Minister in Luxembourg. His portfolio included media, telecommunications, technology, international development and defence.
He is a regular speaker at conferences with a focus on innovation and tech law. He is a FinTech pioneer and one of Luxembourg’s leading experts on AI & regulation.

Jonathan Westhead

Jonathan Westhead currently serves as Head of Communications for Luxembourg for Finance (LFF), the agency for the development of the Luxembourg financial centre.
Prior to joining LFF, Jonathan worked at PwC where he was responsible for a team serving clients in the global asset and wealth management sector. In this role, he led projects for some of the world’s largest asset & wealth managers relating to trends and developments in the investment fund industry, as well as developing thought leadership and white papers for clients. Jonathan has also worked as a researcher and taught undergraduate classes at Stellenbosch University in South Africa.
He holds a master’s degree in Ancient Cultures from Stellenbosch University.
Julie Batsch

Julie Batsch is an Audit Partner at PwC Luxembourg, with over 20 years of experience in the Financial Services industry. Since 2023, she serves as the firm’s Banking and Capital Markets (BCM) Leader, driving the strategic development of PwC’s banking and capital markets practice and leading the deployment of innovative services for clients. This ranges from Banking to Securitisation, including E-money and E-payment institutions, as well as professionals of the financial sector (PFS).

She brings deep expertise in Luxembourg GAAP, IFRS, and the Luxembourg regulatory environment, and has worked extensively on financial and regulatory audits for major financial institutions, management companies, and PFS.
Beyond her core audit responsibilities, Julie is actively involved in the firm’s Chinese country programme initiative. She also played a key role in the rollout of PwC Luxembourg’s data analytics offering and IT audit coordination.

Laurent Marochini

Laurent Marochini is CEO of Standard Chartered Luxembourg.
Laurent is very involved in the Fintech ecosystem. He is Chairman of the ABBL (Association Banques et Banquiers Luxembourgeois) for the working group Tokenisation and DLT.
He was co-chairman of the Working Group Blockchain & Crypto Currencies of ALFI (Association Luxembourgeoise des Fonds d’Investissements) from 2016 to 2024.
Prior to joining Standard Chartered Luxembourg, Laurent was Head of Innovation at Societe Generale Securities Services in Luxembourg and Blockchain – Crypto Leader for the group. Before 2006, Laurent held various management positions in the banking sector, including at BNP Paribas Securities Services and Credit Suisse.

Lorenzo is an expert of Luxembourg financial services for over 25 years.
Prior to joining the Luxembourg Sustainable Finance Initiative (LSFI), Lorenzo was Head of Business Development at BNP Paribas Asset Management, Luxembourg, and Head of Sales at Eurizon Capital. He also worked as portfolio manager at several banks such as Edmond de Rothschild (Europe) and Intesa Sanpaolo.
In addition, through his extensive experience in the financial sector, he has consistently been exposed to the latest developments in sustainable finance. He has further enhanced this practical knowledge through several certifications aimed at upskilling in sustainable finance.
Luc Maquil

Luc Maquil is the Managing Partner at MAQIT, a firm he co-founded to support companies in the financial sector with IT regulatory compliance and digital transformation.
With a wealth of experience in enterprise architecture, risk management, and IT compliance, Luc has spent the past then years building a specialized team focused on regulatory IT compliance. This team assists organizations with their license application processes and cloud outsourcing projects.
In addition, Luc spearheaded the development of a RegTech platform called regulat.io, which streamlines the traditionally manual tasks performed by IT Compliance Experts.
Prior to establishing MAQIT, Luc honed his skills as an IT specialist, concentrating on enterprise architecture, IT governance, risk management, and IT compliance. Marc Hengen is Managing Director of ACA since March 2013.
After 18 years of professional experience in the Luxembourg insurance sector and after holding several management positions for different life and non-life insurance companies in Luxembourg, Marc joined the Executive Committee of ACA in 2010.
Marc is also a member of the Executive Committee of UEL (Union des Entreprises Luxembourgeoises), IE (Insurance Europe) as well as Secretary General of AGERE (Association des gestionnaires d’entreprises et de réassurances).
Marc holds a Master’s degree in Law from the Robert Schuman University of Strasbourg and was admitted to the Luxembourg Bar in 1991.
Marc Lauer

Born in 1965 and of Luxembourg nationality, Marc Lauer holds a Master’s degree in Actuarial Sciences and a Master’s degree in Economics from the Université Libre de Bruxelles. He began his career at the Commissariat aux Assurances in 1989, where he became a member of the Executive Committee in 1995.
In 2004, he joined Foyer Group as Chief Operating Officer and served as CEO from 2014 to 2025. He has been a member of the Board of Directors of Foyer S.A. since 2013 and was appointed Chairman of the Board at the General Meeting of 15 April 2025.
Marc Lauer is also Chairman of the Board of Directors of Foyer Global Health S.A. and sits on the boards of WEALINS S.A., and CapitalatWork Foyer Group S.A.
Actively involved in various professional bodies, he serves as Chairman of the National Institute for Sustainable Development and Corporate Social Responsibility (INDR) and of the Federation of Financial Sector Professionals in Luxembourg (PROFIL). Matias Rubiolo

Pierre Oberlé is a Financial Centre Advisor for International Relations at the Luxembourg Ministry of Finance. With 18 years of experience in the financial sector, he plays a key role in fostering international partnerships and driving strategic projects in the development of Luxembourg’s financial centre.
Pierre joined the Ministry of Finance in 2021 as an Economist, where he was involved in EU-level negotiations on sustainable finance and investment fund legislation at the Council of the European Union. In 2023, he became part of the newly established Financial Centre Development directorate, serving as an advisor on sustainable finance and financial centre development. In September 2025, he was appointed Financial Centre Advisor – International Relations.
In his current role, Pierre is responsible for managing relationships with other international financial centres and leading initiatives in sustainable and digital finance. He also represents the Ministry on several boards, steering committees, and an investment committee.
Prior to his public sector work, Pierre spent 14 years at the Association of the Luxembourg Fund Industry (ALFI), where he served as Senior Business Development Manager. He was responsible for ALFI’s international outreach and stakeholder engagement across key global markets.

Since November 2025, Steven Koener has been serving as Chargé d’Affaires a.i. of the newly established Embassy of Luxembourg to Singapore. In parallel, as Executive Director of the Luxembourg Trade and Investment Office at said Embassy, he is the local contact point for all Luxembourg businesses seeking to develop their activities in Singapore, as well as for regional companies aiming to access the EU market through Luxembourg.
Prior to his appointment in Singapore, Steven worked at the Directorate for Foreign Trade and Investment Promotion of the Luxembourg Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade, where he advised Luxembourg’s network of Trade and Investment Offices abroad and contributed to the implementation of the national economic promotion strategy, with a particular focus on the ASEAN region and Africa.
